Texas's prima facie speed limit on a numbered U.S. or state highway outside an urban district is generally:

  1. 55 MPH
  2. 65 MPH
  3. 70 MPH on most state and U.S. highways outside urban districts (with up to 75 or 85 MPH where signed) Correct
  4. 85 MPH everywhere
Why: Default prima facie limits apply, with TxDOT or local authorities setting higher or lower posted limits. The 70 MPH default applies on numbered U.S. and state highways outside urban districts; some highways are signed up to 75 or 85 (SH 130 toll).
